On a gardening show I saw a great tip. Use an old bottle (plastic or glass) that has a smaller mouth on it, fill it with water and place upside down in the container. The water will filter out on it's own. If the soil is dry the container will drain rapidly, if the soil is moist and doesn't need water the water will filter out slowly as it's needed.
